One goal of ICANN is to ensure the accuracy of Whois data. To this end, registrars are required to promptly deal with notices of inaccuracies in the contact information of any domains registered through them. ICANN regularly audits registrars for their compliance with this.In the course of an audit by ICANN, it appeared that two registrars - Joker.com, which manages over 600,000 domains, and DNS.com.cn, which manages over 300,000 domains - were not properly following up on complaints about inaccurate Whois data.
